NETWORK/INTERNET ACCEPTABLE USE

 

Limited internet access via the Missouri Research and Education Network (MOREnet) is available to the students, faculty and staff of Three Rivers Community College (TRCC).  Our goal in providing this service is to promote educational excellence at TRCC by facilitating resource sharing, innovation and communication.  The TRCC network is primarily provided for work, research and education related purposes.

  

Not all material available on the Internet is of educational or business value in the context of a college setting. Materials that are not consistent with the TRCC mission are filtered via content and bandwidth management devices, as well as other devices or software as needed.

 

MOREnet is the internet service provider for TRCC.  As a condition of this service TRCC’s guidelines for acceptable use must be in compliance with MOREnet's acceptable use requirements.  TRCC is also required to comply with the Children's Internet Protection Act (CIPA) in order to receive federal funding for internet access.  TRCC will use content filtering, along with other measures, in order to comply with the requirements of these organizations.

 

There are many threats on the internet.  Individual’s can protect their privacy and the integrity of the TRCC network through sound security practices.  Such practices include, but are not limited to the following actions:

 

·        Do not share passwords with anyone. 

·        Consider having a password that is 15 or more characters long with both alpha and numeric characters.

·        Do not unnecessarily share personal information about yourself.

·        Do not open unsolicited attachments unless absolutely necessary – even from people you know!  Just because an email says it is from your friend does not guarantee it is from your friend.

·        Ensure that you have an antivirus program running on your computer and ensure that it is up-to-date.

 

The integrity of the network relies upon the ethical conduct of those who use the TRCC Internet.  In general this requires efficient, ethical and legal use of TRCC network resources.  If any TRCC user is found to be using the Internet for illegal or unethical purposes or purposes that do not support the college’s mission, his or her account with TRCC’s network will be terminated and future access could be denied.

 

Any violations of the TRCC acceptable use policies may result in the termination of network/internet privileges.

 

The Network Administrator is the only individual authorized to monitor the TRCC network.  This includes all network traffic, as well as devices attached to the network.  This monitoring is for the purpose of ensuring compliance with TRCC policies, and to ensure the integrity of the network.  Unauthorized monitoring could violate federal law and is strictly prohibited. 



 

Acceptable Use

 

All network use by TRCC Students, Faculty and Staff shall be for, or in support of, research; education; local, state or national government affairs; economic development or public service. Electronic communications may be subject to discovery in the event of litigation.   By using the TRCC network users are agreeing to these terms.  They are also agreeing that information may be recorded electronically about their use and access to all college IT resources, including:

 

·        Computer and network equipment

·        Software and/or data contained or running in, on, or through college equipment.

·        Data sent or received through any college connection to the Internet or other computer systems.

·        Remote computer systems and the data obtained from or transmitted to such systems.

 


Such information may be intercepted, monitored and reviewed to ensure that IT systems are not being misused, that TRCC policies are not being circumvented, or that the network is not being subjected to virus or security attacks. Action will be taken against users found to be in violation of college policies. The police or other external agencies may be involved where local, state, or national laws are found to have been broken.

 

Unacceptable Use - The following categories of use are inappropriate and specifically prohibited:

 

·       Use which violates local, state, or federal law

·       Use which violates the intellectual property rights of others.

·       Use which is harmful, harassing, discriminatory, offensive, or inappropriate.

·       Unethical use that is obscene, derogatory or inflammatory with regard to race, color, religion, sex, national origin, or disability.

·       Use that violates TRCC policies or that could be deemed detrimental to the college’s mission.

·       Use that intentionally or negligently disrupts normal network use and service.  Such use includes, but is not limited to, the intentional or negligent propagation of computer viruses, the violation of personal privacy, excessive bandwidth usage, or unauthorized access to protected or private network resources. 

·       Use that attempts to deny or interfere with service to other users in any way.

·       Any attempts to defeat or circumvent the system security. 

·       Use of any software designed to hack or inappropriately monitor network activity/traffic.

 

 

 

 

 

 

 

 

·       Use of unauthorized devices or software is prohibited.  Unauthorized devices and software may include, but are not limited to: personal computers, switches, wireless access points, and any software that is not installed by the TRCC IT department.  Only authorized devices or software may be connected to the TRCC network or installed on TRCC computers, and may only be installed by authorized TRCC personnel.    Users may not attach any device to the TRCC network without approval from the Network Administrator.  No unauthorized Wireless Access Points are allowed anywhere on the TRCC campus, including the student housing areas.  Students that live in campus housing are authorized to connect their personal computers to the network connection in their room after registering their computer’s MAC address with the Director of Student Housing.  Any computer that is deemed to be harmful to the integrity of the TRCC network will be disconnected.

·       Use for commercial activities to include the distribution of unsolicited advertising.

·       Peer to peer and other file sharing services are prohibited unless authorized by the Network Administrator.

 

Gaming - Gaming and on-line gaming are not appropriate in the workplace.  Gaming is allowed in student housing but on-line gaming is NOT supported.  Due to security restrictions, many on-line games will not work properly.
