Administration
The Administration of Three Rivers College includes the College Cabinet, which is made up of personnel who represent college wide functions and large portions of the college operations, and the Executive Council, which is comprised of Three Rivers' senior level team members. The College Cabinet and Executive Council provide input and assist with decision-making in guiding the college in achieving its mission of providing quality, accessible and affordable learning opportunities and services for academic scholarship and professional success.

Dr. Wesley Payne
Interim President
Executive Council and College Cabinet

Dr. Wesley Payne joined Three Rivers as the Vice President for Learning in July 2009. He previously served as the Vice President for Academic Affairs and Professor of Business at the College of Coastal Georgia. Payne has twenty years of experience serving as a faculty member and academic leader in community and baccalaureate colleges. In 2006, Payne was honored with the E-Award by the Louisiana Technology Council, is a two time winner of the Tennessee Board of Regents Distance Learning Innovations Award, and was selected for Who's Who Among America's Teachers three times.

Payne has been active in and a frequent presenter with national and regional organizations, such as the Association of Institutional Research, the Southern Association of Colleges and Schools, the Accreditation Council for Business Schools and Programs, and the Southern Association of Community College Researchers. Prior to joining Three Rivers he was also a frequent consultant to colleges and universities in the areas of accreditation, distance learning, and learning outcomes assessment. He holds a Doctor of Philosophy in Leadership from Mississippi State University, a Masters of Business Administration from Embry Riddle Aeronautical University, a Bachelors of Professional Studies from the University of Memphis, and an Associates of Arts in Accountancy from Northwest Mississippi Community College. He and his wife, Dr. Maribeth Payne, live in Butler County.

Charlotte Eubank
Chief Financial Officer
Executive Council and College Cabinet

Charlotte Eubank came to Three Rivers in 2007 as Comptroller, overseeing the business office operations. In 2010, Eubank became the Chief Financial Officer after serving as interim since 2009. As CFO, Eubank is responsible for the college's financial operations in addition to The College Store and facilities maintenance.

Eubank has more than 15 years of experience providing accounting, auditing and financial services. Before joining the college, Eubank served in various financial positions for corporations such as Poplar Bluff Internet Inc., FedEx Corporation, Alltel Corporation, and Dillard's Department Stores Inc. Eubank has also practiced public accounting with firms such as Coffman & Co. and Baird, Kurtz & Dobson.

Eubank holds a Bachelor's of Business Administration Degree from the University of Central Arkansas and has been a Certified Public Accountant more than 10 years. She is a member of the American Institute of CPAs and the Missouri Society of CPAs.

Eubank lives in Poplar Bluff with her husband, Daniel, and their daughter, Emma.

Dr. Mary Lou Brown
Dean of Academic Instruction
Executive Council and College Cabinet

Dr. Mary Lou Brown was named Dean of Academic Instruction at Three Rivers College in 2012. In this position, she oversees the general education and transfer programs at the college. Brown began her career at Three Rivers in 1988 as an adjunct instructor in mathematics. She became Division Chair for Business, Education, Math, Science, and Technology in 1999.

Brown received an Ed.D. in Education from the University of Missouri, a Specialist Degree in Educational Administration from Southeast Missouri State University, a Master's Degree in Counseling and Guidance from the University of Missouri - Kansas City, and a Bachelor's Degree in Mathematics and Sociology from William Woods University.

Prior to coming to Three Rivers, Brown worked as a high school and middle school mathematics teacher in Kansas City; Norfolk, Virginia, and Wayzata, Minnesota. She currently resides in Poplar Bluff with her husband, David.

Ann Matthews
Dean of Student Services
Executive Council and College Cabinet

Ann Matthews was appointed Dean of Student Services in July 2014. She began working for Three Rivers in 2009 at the college's Portageville outreach center, becoming Assistant Coordinator for the Center at Dexter in 2011, and Director of the Center at Kennett in 2013. As Dean of Student Services, Matthew is responsible for overseeing enrollment, recruitment, financial aid, and student support services at the college.

Matthews has previously been employed by Falcon Door and Window, 3M, and Diversified Plastics. She holds a Master's Degree in Business Administration from William Woods University and a Bachelor of Science Degree from the University of Missouri.

Matthews resides in Malden with her husband, Scott. She has six children. She is a board member for Dunklin Caring Council and Delta Area Economic Opportunity Corporation.

Dr. Brenda Russell
Dean of Career Education & Workforce Development
Executive Council and College Cabinet

Dr. Brenda Russell became Dean of Career Education and Workforce Development for Three Rivers College in January 2014. Prior to joining the college, her career in educational settings included that of faculty, program director, associate dean, dean, and acting vice president of academic affairs. She also has industry experience in both public and private accounting.

With these experiences, Russell is able to blend the needs and perspectives of business and education to create programs and opportunities for students and the community. She is a proponent of new and innovative teaching methods and has a variety of accreditation experience ranging from institutional accreditation through the Higher Learning Commission to program accreditations such as NATEF, I-CAR, CAHIIM, NLN, ACF, and others.

Russell earned a Doctorate of Higher Education Leadership from Maryville University, a Master of Science Degree in Management and Organizational Behavior from Silver Lake College, and a Bachelor of Science Degree in Business Education and Economics from Truman State University.

She is a member of the Association for Career and Technical Education; Missouri Association for Career and Technical Education; Missouri Community College Association; Chapter HI, P.E.O. International; Olde Towne Fenton Chapter, National Society Daughters of the American Revolution; and Elevation Church.

Dr. Maribeth Payne
Dean of Institutional Effectiveness
College Cabinet

Dr. Maribeth Payne worked as a strategic planning consultant with Three Rivers College beginning in 2009 prior to joining Three Rivers in 2011 as the Director of Planning and Continuous Improvement. She previously served other colleges as Associate Provost for Planning, Effectiveness, and Research at Palm Beach Atlantic University and as Dean for Institutional Effectiveness, Planning, Research, and Accreditation at Nunez Community College. She serves as a higher education professor for the Kaplan University Graduate School of Education.

Payne is the recipient of the Florida Association of Community College Excellence Award and the Exemplary Program and the Larry Murphy, Exemplary Contribution to Adult Education awards from the Adult and Community Educators through the American Council for Education. She has presented on best practices in higher education at regional and national conferences and led workshops on learning outcomes assessment, accreditation compliance, strategic planning, student retention strategies, the effective use of Strategic Planning Online (SPOL), and related topics.

Payne holds a Doctorate of Education, with a specialization in Higher Education Leadership, a Master of Science in Human Resource Development, and a Bachelor of Science in Organizational Management. She has been a practitioner in the field of higher education for more than 20 years, specializing in the assessment of learning outcomes, accreditation compliance, institutional effectiveness, policy analysis, grant acquisition, student retention, and strategic planning.

Steve Atwood
Director of Computer Services
College Cabinet

Steve Atwood has been a member of the Three Rivers College team since 1998. He currently serves as Director of Computer Services, with responsibility over all technology at the institution. Before coming to Three Rivers, he worked as Director of Technical Support for Blowout Entertainment and C&M Enterprises. Prior to his civilian career, he served in the U.S. Army as an Electronic Warfare/Intercept/Intelligence Systems Technician for 12 years.

Atwood holds a Bachelor's Degree in Organizational Management from Hannibal-LaGrange University and an Associate Degree in Microcomputer Support Technology from Three Rivers College, as well as Novell Administrator and Engineer certifications. He possesses more than 32 years of technology experience, 20 years of technical management experience, and has received statewide recognition by winning the MCCA Technology Innovation Award in 2012 and 2014.

Atwood resides in Poplar Bluff with his wife, Rebecca. He serves as an Ombudsman for a local nursing home, and he and his wife are active in visiting and supporting local community nursing homes.

Bill Hampton
Director, Center at Dexter
College Cabinet

Bill Hampton joined Three Rivers College as Director of the Center at Dexter in December 2010. Hampton has 37 years of business experience, having served as an agent and district manager for Farmers Insurance Group, Director of the Malden Chamber of Commerce, City of Malden Economic Developer, and founder of YHC television in Dexter prior to his time with Three Rivers.

Hampton received a Bachelor of Secondary Education in Physical Education from Arkansas State University.

Hampton resides in Malden with his wife, Connie, who is Director of the Center at Malden. They have one son. Hampton is a member of Sunnyvale General Baptist Church and Dexter Lions Club.

Teresa Johnson
Director of Communications
College Cabinet

Teresa Johnson is Director of the Three Rivers College Communications Department, which is responsible for external and internal communications, including advertising, publications, media services, website, social media, signage, and identity standards. Johnson began at Three Rivers in 2004 as Director of Marketing and has led the department through several expansions of responsibilities. The Department has won numerous awards for marketing/public relations and design.

Johnson received a Bachelor's Degree in Journalism from the University of Texas at Austin. She worked as a newspaper reporter and editor for 20 years before moving into marketing/public relations in 2000.

Johnson lives in Poplar Bluff. She serves on the boards of the Butler County Community Resource Council and Women Aware and is Missouri Representative for the National Council for Marketing and Public Relations.

Kristina McDaniel
Director of Human Resources
College Cabinet

Kristina McDaniel currently serves as Director of Human Resources for Three Rivers College, where she oversees all human resources functions for the institution. She has served as part of the HR team at Three Rivers since 2000.

McDaniel holds a Master's Degree in Human Resource Management from Tarleton State University and a Bachelor's Degree in Speech Pathology and Audiology from the University of Hawaii at Manoa, along with a Human Resources Professional certification.

McDaniel is a member of the Society for Human Resource Management, Missouri College and University Professional Association - Human Resources, and Missouri Community College Association.

She resides in Poplar Bluff with her husband, Mark. She has one son.
