Meet the Department



Chief of Police Scott Wiggs
Scott Wiggs, badge #2102, is a 1995 graduate of Tennessee Technology in Dickson, Tennessee and a 1998 graduate of Southeast Missouri Law Enforcement Academy. He began his law enforcement career with the Butler County Sherriff's Office from 1998-2004 where he served as a Corporal, DARE Officer, and Special Response Team member. He was then at at the Poplar Bluff Police Department from 2004-2008 and served as a Patrolman. He then took a position as Assistant Chief Deputy with the Butler County Sherriff's office from 2008 until February 2011. He started his Police Instructor career in 2002 with the Missouri Sherriff's Association/Training Academy. He currently serves as Site Coordinator and Generalist Instructor, Driving Instructor, Defenseive Tactics Instructor, Report Writing Instructor, and Taser Instructor.

Assistant Chief Michelle Madsen
Assistant Chief Michelle Madsen, badge #2102, is a 2006 graduate from the Southeast Missouri State Law Enforcement Academy and holds a Missouri Class A P.O.S.T. license. She was awarded an AAS degree in Criminal Justice from Three Rivers College in December 2010. She began her law enforcement career as a Reserve Officer with the Poplar Bluff Police Department. She then worked for Lee's Summit Police Department, as well as the University of Kansas Police Department-Kansas City, Kansas Campus where she worked in patrol, before being assigned to the Special Enforcement Unit/Investigations Division. She has attended several specialized training schools, some of which include Crime Scene Investigations, and Forensic Interviewing and Statement Analysis. She holds an instructor's license from the State of Missouri that will enable her to instruct for the Missouri Sheriff's Association Training Academy this fall. She is currently working toward an AA in Political Science from Three Rivers College and a BS in Psychology (Sociology minor) at Central Methodist University.

Officer Brian Newman
Officer Brian Newman, badge #2103, is a 2010 graduate of the Missouri Sheriff's Association Training Academy and holds a Missouri Class A P.O.S.T. license. Brian graduated in May of 2010 from Three Rivers College with an Associate's degree in Criminal Justice. He was employed with the Ripley County Sheriff's Office as a Deputy Sheriff for 9 months while working part-time with the Three Rivers Department of Public Safety. Brian was hired full time with the Three Rivers Department of Public Safety in October 2010. Brian is S.F.S.T. certified, P.P.C.T. GAGE certified, and has received Doppler Radar Training, along with many other certifications. Brian is also a Missouri P.O.S.T. certified Firearms Instructor.

Officer Shawn Westbrooks
Shawn Westbrooks, badge #2110, has been an instructor of Criminal Justice at Three Rivers since 2004. He served as the first campus police chief and organized the transition of replacing the security department with a police department in the fall of 2009. Shawn holds an Associate's degree in history and political science from Eastern Oklahoma State College, a Bachelor's degree in Education as well as a Master's degree in Corrections from Oklahoma State University. He began his career in law enforcement as a deputy sheriff with the Haskell County Oklahoma Sheriff's Department and also worked as a police officer for the cities of Stigler and Perry, Oklahoma. He was a Senior Probation and Parole Officer with the Oklahoma Department of Corrections for five years prior to moving to Missouri in 2000. Shawn worked 4 years for the Cape Girardeau Police Department as a patrolman and traffic accident investigator. He held an Advanced C.L.E.E.T. peace officer certification in Oklahoma and holds a Missouri Class A P.O.S.T. license. He holds numerous specialized certifications including various community-based treatment programs, advanced traffic accident investigations, interviews/interrogations, and is an N.R.A. certified firearms instructor.

Officer Matt McGraw
Officer Matt McGraw, badge #2105, is a May 2008 graduate of the Missouri Sheriff's Association Training Academy. Matt began his career as a dispatcher and Reserve Deputy for the Butler County Sheriff's Department and was hired as a full time Deputy in May of 2009. In March 2011, he was hired as a Reserve Officer for the Three Rivers Department of Public Safety and was hired full time in July. Matt is certified in S.F.S.T., P.P.C.T., Doppler Radar and has received specialized training in Tactical Warrant Services. He plans to pursue a Criminal Justice degree from Three Rivers College and eventually a B.A. in Business or Accounting.

Officer Megan Wolfe
Officer Megan Wolfe, badge #2104, is a May 2011 graduate of the Missouri Sheriff's Association Training Academy and holds a Class A P.O.S.T. license. Megan began her career as a Reserve Officer for Three Rivers College Department of Public Safety in June of 2011, and was hired full time in July. Megan is S.F.S.T. certified, P.P.C.T. GAGE certified, and has received Doppler Radar training, along with many other certifications. Megan is currently working on her Associates of Applied Science degree in Criminal Justice with Three Rivers College.

Officer Andy Starnes
Officer Andy Starnes, badge # 2109, is a 2011 graduate of Three Rivers College with an Associate's degree in Criminal Justice. Andy was hired as a part time Security Officer with the Three Rivers College Department of Public Safety in May of 2011 and became full time in July 2011. Andy is a certified first responder and has plans to attend the Missouri Sheriffs Association Training Academy in the future.
